The Move Tutor
Ever wished your Garchomp could learn Dragon Dance? Or your Flareon could learn a great physical STAB move like Flare Blitz? Your lightning quick Rapidash could learn Extremespeed?
If yes, then this is just the place for you!
Here at the ASB Move Tutor, we teach your Pokemon moves that it can cannot learn naturally (through level up or via TMs/HMs or Egg moves), but learning these moves suit the Pokemon.
NOTE: A Pokemon may only learn one Tutor move.
If a Pokemon already has one Tutored move, you may exchange it for another move for half the normal price of the move.
All you need to do is to follow a few simple rules.

Reasons which support your Pokemon learning the chosen move:
Customers must post a link to their Trainer Stats while requesting approval for a move for verification purposes..
If your reasons are satisfactory enough, then your application will be approved.
Note: If the combination you want has already been approved before (see 2nd post for existing combinations), you do not need to get your choice approved. You may proceed to the next step without waiting for an approval of your choice of move.
Once your application is approved, you must pay a fee (see below for the price system). Register your purchase at the Bank (http://www.pokemonelite2000.com/forum/showthread.php?t=99944) as soon as you post, and preferably post a link here as well. It's not necessary to post a link to your bank post here, but it'll be good if you do.
Your Pokemon needs to stay here for 24 hours to learn the specified move, after which they can be claimed back.
Once the 24 hours are completed, register your Tutored move at the Registration Headquarters (http://www.pokemonelite2000.com/forum/showthread.php?t=99957).
ASB Officials can overrule approvals if they think the choice of move is not feasible to learn. In such a case, your money will be refunded to you, provided you post here, with proof that the approval was overruled.
You must get approval of the Tutored Move before you can use it in battle.
All other ASB and PE2K rules apply as well.
Price System
Damage-Dealing Moves
The fees for damage dealing moves like Flame Wheel, Earthquake, etc, depends on their base power.
Base Power - Price
60 or less than 60 - $6
61-100 - $8
More than 100 - $10
Moves that gain STAB on a Pokemon cost an additional $1. Also, if a move has an additional effect, such as boosting certain stats, inflicting status would also cost an additional $1. So, for example, if a Charmander has to learn Flame Wheel (base power 60), it would cost $8, as Flame Wheel gains STAB on Charmander and also has a chance to inflict burn along with thawing the user in case it is frozen.
A move that causes damage to the user, in the form of lowering stats, recoil, etc., it would cost $1 less.
NOTE: Prices will be subject to change depending on the advantages/disadvantages the move offers, such as priority, etc.
Non-Damaging Moves
Since it is relatively tough to classify Non-Damaging Moves as good or not-so good move, there is no hard-and-fast rule for their prices. Moves that are not too powerful will cost $7, those which are very useful will cost $10, and the relatively good moves which are somewhere in between the two categories will cost $8. The prices will be decided by the Move Tutor according to the choice of move and Pokemon, when you post for approval. It will also be good if you post what you feel should be the price for your move. Few things are to be noted though.
Status modifiers which boost your stats or lower your opponent's stats by two stages, like Swords Dance or Metal Sound cost $10. Status modifiers which boost your stats or lower your opponent's stats by one stage, like Meditate or Growl cost $7. Status inflicting moves like Will-O-Wisp cost $8.

Reasons which support your Pokemon learning the chosen move: Kecleon learns many disruptive attacks. It has hands, so it can clap. It's quite cute IMO, adding to its ability to make the foe repeat its move. It's a normal type also, the same as Encore.

Hm, Aqua Jet for Poliwag's seems good, approved.

It's just, like, unnecessary editing of posts. To be honest, you don't need to worry about who's actually registered transactions - that's the job of the Bank staff, and they are usually quick to notice any discrepancies.

Hm, Gengar learning Earthquake doesn't fit really, for the very reason you stated. It's Levitating mostly, and even if it comes down to launch an Earthquake, it appears too light-weight to successfully launch an Earthquake. I know Nintendo often gives mismatched moves, but eh, Earthquake for Gengar will still be a no for me.
