feebas is ridiculously hard to find without proper information. it depends on both your trainer id number and the trendy saying in dewford, if im not mistaken.

somewhere on the internet is a website which tells you how to find the six panels on route 119(!) which serve as fishing spots for feebas. im not telling you where to find it because i dont know whereit is, ive gotten my feebas from friends who have one already.

anyways...

you can buy flamethrower at the game corner in mauville for about 3500 game tokens.

best way to get money is to repeatedly beat the elite 4 with a high level pokemon that has the amulet coin. it doubles the intake if the holder takes part. beating rich boys/girls work too.

Feebas is at the waterfall near Fortree, iirc. It's very rare and hard to find, like what SuperErinMan said.

It's not based on the ID and others. It's only based on the trendy phrase back at Dewford.

Feebas appears on route 119. Howver, it only appears on six of the water tiles (tile- when you stand in one place, you are standing on one tile, when you move one space you move one tile). Thus you have to fish in each individual tile of water on Route 119. Changing the "in" phrase at Dewford Town Hall randomly changes the location of the six Feebas tiles. Feebas is evolved into Milotic by feeding it high-level Beauty pokeblocks until the pokemon cannot take any more. If the 'blocks were of a high enough level the Feebas will evolve into Milotic.

I don't know. I never caught a Feebas before, but I have a Milotic. So, I wouldn't know anything about changes of phrases.

If you change the phrase, then the tiles where Feebas are found will change. It doesn't matter what the phrase is, and there's no phrase that will make it easier to find.

All you need to do is fish on EVERY tile of water on route 119 until you come across Feebas. If you want to be safe, you should fish on each one a couple of times to make sure you're not just unlucky and find a different Pokemon than Feebas on a Feebas tile.

As for the Amulet Coin, it doubles the amount of money you receive from battling a trainer, if the Pokemon holding it participates in battle. You get it by talking to your mom after beating the Petalburg Gym Leader.
