New Ladders: New UU, Suspect

The standard ladder is now based on Smogon tiers - which we are all familar with.
Old UU is based on PE2K's old UU Tier.
New UU is based on the new Smogon tier changes.
The suspect ladder includes Manaphy and Shaymin S!
