Just like the next guy, I want to win the Pokemon Video game championships. I hear a lot of talk about EV's and DV's and such and soforth...

Well, that's not my only question.

Here's a list:
What are EV's?
What are DV's?
What are some of the best pokemon to win with?
What are the best types to win with?
Why is Toxicroak so popular?
Why is Snorlax so popular?
Why are the Eevee evolutions so popular?
What are some of the best items to use?
What are the best natures for your pokemon to have?
What's so great about Baton Pass?
Which stats are the most important?

And so on and so forth.

Please help me with this. Thank you.

Uh, I can answer like 2 of those questions. Baton Pass is a move that returns your pokemon, and i don't see what is so great about it. And EVs are these things that like superpower your pokemon, and to do it you have to battle certain pokemon in certain areas, its tricky for me.

In order:

EV's are "Effort Values" which you obtain via methods consisting of vitamins, battling certain pokemon, etc.
DV's, better known as IV's, are stats that are obtained by birth or capture of the original pokemon
Depends on your normal preferences. I would highly recommend a pokemon that can know a wide variety of moves and lack a 4x weakness.
I'm no expert there but I may recommend a water or electric-type
Toxicroak has a reasonable attack stat compared to other poison-types
Snorlax has reasonable attack and special defense, coupled with a rational range of different types
There are a wide variety of Eeveelutions to choose from. :ermm:
Nothing that harms but something that could raise a high IV even further. Leftovers are also a reasonable item if the pokemon that is holding it doesn't know recovery moves.
Depends on the IV's
In a situation where you cannot switch pokemon or where you raised a stat to its maximum, the pokemon is forceably switched out for another of your choice.
All stats are important. I would have to say Attack and Special Attack are some very important ones though.

Ans 1/2. EVs/DVs are a part of game mechanics, better get a know-how of them thoroughly before messing around, or you could mess up your pokemon builds, CLICK HERE (http://www.serebii.net/games/mechanics.shtml) to get some information on them.

Ans 3. Depends sheerly upon the pokemon/build, a pokemon can have a plethora of builds, that said, the importance of stats vaires from build to build.

baton pass allow you to switch while keeping stat boost

Eg.
umbreon uses curse (spd-1 atk+1 def+1)
umbreon uses baton pass
switches in breloom
breloom has (spd-1 atk+1 def+1)

10. Baton Pass:
Allows you to switch pokemon but it keeps any stat change the last pokemon recieved.

For Example,
You send out ninjask. He gains speed thanks to his ability. You go to the next turn and he gets more speed you use baton pass and you can send out a stronger Pokemon which will now have a high speed stat.
