Well if you don't know, don't reply. And if you mean according to stats, I haven't checked Rayquaza's moves at all, but it's stats really are off the charts, and I would have to say, it could be one of the best in the game.

Breloom's Mach Punch is STAB and I like his movepool...

I love me Slaking's stats, movepool and nature...

I have to go with Rayquaza, or not counting legends, Metagross or Salemence. They both have good attacks they can learn, and their stats are great.

It's not just the pokemon, it's you. If you make it's contest and physical condition climb to high levels and teach it a good moveset you and your pokemon can become the best of pals! You work for it and it'll work for you!
