The ? is just a glitch in the game. But maybe some people consider some kind of missingno but truly its just a glitch in the game.

Missingno and ? are two completely different Pokemon glitches and NEVER mix them up! (unless your doing a sprite combo, in which case the two are nearly impossible to combine  .)
Missingno was a mistake, and does minimal damage to your game, and can only be found in RBY (along with the more destructive M' also know as baby Kangaskhan).
? and ?????? were MADE by Nintendo (thats the biggest difference), it has its own sprite to prove it was purposely put in there, and can only be found by using a cheating device (it will also sometime hatch from a BADEGG but completely ruins your game after words  ).

They was talking about how great it was and all this stuff that is lies. (they even tried to breed the dang thing!!)

LOL!!! So sorry but theres jest something about that, that made me jest about fall over!
I personally don't get why you'd want to purposely get any glitch Pokemon, but I have imagined my self getting some cheap bashed up versions of the games and gameboy jest to find out more about them. I don't know, there something alluring about the hole thing.

Let me see the glitch dex
? in a circle
AKA: ?
Pokemon #000
Type: Normal
Hex Value: unknown
Starting Moves: Struggle
Learned Moves: Tackle (Lv. 1)
? in a circle (called ?) is the placeholder Pokemon in R/S/E/FR/LG. If you look in the Pokedex for Pokemon you haven't seen yet, you will see this as the image. Although this was not meant to be accessed during normal gameplay, it is a required placeholder Pokemon and not a true glitch.
? is usually found at level 0, and is usually male (although a female version can be seen on a Japanese Fire Red screenshot). High-level ?s may start off knowing Struggle and Thunder Punch.
? can be found by using the Walk Through Walls GameShark code. ? appears as your own Pokemon if you try to bypass Prof. Birch at the start of the the game. This can be done by either walking past him, or by exiting the moving van at the start of the game. If you go into battle without any Pokemon, ? becomes your default Pokemon. It has an actual back sprite, and is not represented as a glitchy block. Surprisingly, ? has a normal form as well as a shiny form - the normal form has a white quesion mark, but the "shiny" version has a slightly gray question mark.
If you use the Walk Through Walls code to enter the Link Battle area, ? will appear as a wild Pokemon. If caught, a non-glitched Pokedex screen will appear, and the game will freeze.
Additionally, using GameShark code 83007CEE0xxx (replacing the xxx with three numbers that don't make a real Pokemon) will produce either ? or ??.
Encountering wild ?s may cause your game data to become corrupted. There are reports of carried items and mail becoming glitched and/or deleted after seeing ?. There are also cases of the HM/TM folder becoming unusable after ? was left in the Day Care. This glitch has the icon of a golden Bulbsaur, but catching it freezes the game after the Pokedex data displays.

Let me see the glitch dex
Silver GS Glitch (255)
Type: unknown
Hex Value: FF
Starting Moves: unknown
Learned Moves: unknown
Silver GS Glitch (255) can be found by entering the GameShark code 01FFEDD0 and walking into tall grass. Its sprite will be a Glitch City-like box of town pixels. Upon sending out your first Pokemon, 255's sprite will change to a cross-section of your items list. 252 is at level 0 (much like 'M) and is female. It seems to resemble 252 closely.
If 255 is caught, a glitched Pokedex screen will display. 255's Pokedex screen is more glitched than that of any of the other GS glitches. As with all GS glitches, the decimal number will appear inside a blank footprint on the Pokedex screen.
Upon either catching or fainting 255, you will find yourself in a Glitch City-like place with bits of houses, water, trees, a cave entrance, and fences, which you need to Fly out of.
When used in battle, 255's back sprite will be the same as the last "normal" back sprite shown, except colored gold. This means that it may take the form of the trainer's back sprite
Gold GS Glitch (252)
Type: unknown
Hex Value: FC
Starting Moves: unknown
Learned Moves: unknown
Gold GS Glitch (252) can be found by entering the GameShark code 01FCEDD0 and walking into tall grass. Its sprite will be a Glitch City-like box of town pixels. Upon sending out your first Pokemon, 252's sprite will change to a cross-section of your items list. 252 is at level 0 (much like 'M) and is female. Dark attacks are super-effective against it.
If 252 is caught, a glitched Pokedex screen will display. As with all GS glitches, the decimal number will appear inside a blank footprint on the Pokedex screen.
Upon either catching or fainting 252, you will find yourself in a Glitch City-like place with bits of houses, water, trees, a cave entrance, and fences, which you need to Fly out of.
It appears that 252 can cause some strange graphical glitches, such as changing the colors of your fighting Pokemon's back sprite.
When used in battle, 252's back sprite will be the same as the last "normal" back sprite shown, except colored gold. This means that it may take the form of the trainer's back sprite
Silver GS Glitch (254)
Type 1/ B
Hex Value: FE
Starting Moves: Foresight, Horn Drill
Stats at level 1: At 5, Def 9, Sp. At. 9, Sp. Def 5, Spd 5
Stats at level 100: At 5, Def 473, Sp. At. 495, Sp. Def 5, Spd 5
Learned Moves: Aurora Beam (Lv. 1)
Silver GS Glitch (254) can be found by entering the GameShark code 01FEEDD0 and walking into tall grass. Its sprite will be a Glitch City-like box of town pixels. Upon sending out your first Pokemon, 254's sprite will change to a cross-section of your items list. 254 is at level 100 and is female.
If 254 is caught, a glitched Pokedex screen will display. As with all GS glitches, the decimal number will appear inside a blank footprint on the Pokedex screen. 254's status screens also contain glitches, and its icon will change when highlighted.
When used in battle, 254's back sprite will be the same as the last "normal" back sprite shown, except colored gold. This means that it may take the form of the trainer's back sprite. After gaining any experience, it "grows" from level 100 to level 1 and learns Aurora Beam.
254 has been known to behave strangely, escaping from a Master Ball, withdrawing itself and sending out a blue Bulbasaur with Totodile's cry, locking up the items menu, and finally freezing the game.
