How works compound eyes....it raises the accuracy by 30%...but the accuracy of the attack or the total accuracy is +30%?

For example...If Butterfree uses Sleep powder,sleep powder's accuracy will be 97,5(75*30%) or 105(75+30%)

This is how I would think Compound Eyes works. It would raise all moves' accuracy up 30%. So Sleep Powder would be 75 x .3 = 22.5 + 75 = 97.5% accuracy.
