Wanting to start drawing

Compared to everyone here i am a extremely inexperienced drawer.
i would like to start so i can be able to create some of the truly wonderful drawings displayed here.

i would like to know where to start in all this.
it would be my preference to do computer art. leading up to being able to draw the HIGHLY detailed figure here:

any beginner tips are greatly appreciated, such as programs needed, what to start with, etc...

I don't know if I can really help seeing I'm not exactly a great drawer. I started using Oekaki. Eevzy's Place is a nice Oekaki to start at, just to practice.
