Welcome everyone to the 4th Banner of the Week Competition! =D
Overview
For those who have never participated in this contest, here's what it's all about.
As you can see by the title, this contest will take place weekly, unless the activity of the forum forces me to change that. So contestants will have 7 days to enter. After entries are no longer accepted, a voting poll will open in which members can vote for their favorite banner. Voting will also last for 7 days. The winner of the contest will have their banner displayed in the Banner of the Week Competition Museum.
Banner makers will be given guidelines to follow in making the banner. This includes height and width of the banner as well as theme. The theme of the banner will be determined by myself. But any theme suggestions should be PM'd to me if you feel that it would be a good enough theme for the contest. There is no gaurantee that I will use your theme idea, and by sending me the theme, you give me the right to change it to my liking.

Theme: The Ministry of Innovation
Width: 600
Height: 150
Theme Description: The Ministry of Innovation needs a nice banner. So this contest is contributing to this big project. The dimensions are the maximum size a banner is allowed to be here at PE2K. A big project deserves a big banner. But you are still allowed to make a banner that is under the dimensions, although it is not recommended. The following specifics for this particular week are required for this banner:

Other Rules
Please follow the theme as best you can. Anything that does not follow the theme or the dimensions specified will not be permitted to be entered into the voting portion of the contest. Anything below the dimensions specified will be accepted but anything above will not.
Anything obscene such as pornographic images, hentai, or anything that violates the rules of this forum will not be permitted. People who enter such material will be reported to the authorites of the forum and will be dealt with accordingly.
This contest is not Pokemon Related, therefore you do not have to have something pokemon related in your banners unless it is required in the theme.
The Maximum amount of entries is 20. After that amount has been reached, no more entries will be accepted. This week, two entries are allowed per person.
Entries Due
This weeks entries are due next Saturday, January 28th. This may change over time so check back here for any changes in the due date. Voting will also start Next Saturday and will end Friday, February 3rd.
Everyone try your best and don't hold back because of your current art program. Not everyone needs photoshop to be a good artist, and everyone's entries will be accepted no matter what progam they are using. Have fun! And now let the contest begin!
