I'm wondering, when does a Feebas evolve into a Mylotic. My Feebas is already level 50. Do you need a water stone or something to evolve it??!?!?!?!?

Also, I think Feebas evolves when you've maximized it's beauty. I haven't really played R/S/E, maybe somebody else can give you a more detailed answer.

Everything you need to know for Feebas is right there. But, to save you some time, you need to maximize Feeba's Beauty statistic in order to get it to evolve to Milotic. Try using Hondew or Kelpsy berries to make high-level blue Pokeblocks to give to Feebas.
