Go to the meteor falls, watch team aqua/magma steal the meteorite from the scientist

Backtrack untill you get to the cablecar

Go up the cablecar and beat team aqua/magma

This might help:

Go to Mauville City, and then go up the way until you get to the entrance of Fiery Path. If you've gone to Meteor Falls and seen Team Magma run off with the Meteor, then the cable car building should be open (it's on the right side). Go in there, and then talk to the woman who'll take you up in the cable car. Once you're at the top, fight Team Magma until they disperse. Now go back down to the entrance of the cable car building and go down. You'll see an old lady. Go past her and you'll end up on Jagged Pass. Just leap down the ledges to the very bottom, and you'll exit Jagged Pass. Once you've exited, simply go to the left and you'll come across Lavaridge town.
