If you mean where to find Trapinch, it's in the desert in Ruby/Sapp. It's usually orange, that pic looks like an edit.

Do you mean how do you catch Pokemon that have custom made colors? If that's what you mean then you can't create a Pokemon with custom colors in the game. But if you're talking about shineys then you can catch them but it's a very low chance that you'll even see one in the game.
