How do i get Snorunt?

i checked the pokedex that's on this site but all it tells me is after 6pm (when Iced)

what does it mean? can someone give me a DETAILED walkthrough is to how you can encounter Snorunt?

Now, you have to wait for the tide in Shoal Cave (above Mossdeep) to go down.

When it does, navigate yourself through the tunnels and you'll eventually find yourself in a room with an icy floor. Go around it and whatever and you'll find Snorunt and Spheal in there.

Edit: When you enter, you have to go to the end of the chamber, there will be a door, go through it. Then yoo're in a small room with this karate guy. There aren't very many rooms, so you'll find it easily.
