Navel Rock, Birth Island, and Faraway Island

Ok i now u need a special ticket to go to each of this islands i have all three mystic,aurora and the old sea map but i dont no how to go to the islands when i talk to the women i can only go to battle tower and slateport. Anybody know why?

You are playing Emerald, right? Because I don't think you can access those islands from Ruby/Sapphire. :ermm:
