Wild Latios/Latias appear at RANDOM. To run into them, you'll just have to walk around on different routes until it shows up. Note that Latios/Latias will NOT appear on any routes East of Verdanturf, Slateport, or the ashey route. For some reason, they just don't go there. Once you've seen one, you can look them up in your Pokedex to see if you're on the same route as them. Latios/Latias' location changes every time you enter a city, a new route, or any other new location.
That ^^^ above was taking from the "Read First" section. I have been playing my Emerald version for close to 90 hours now, and I still can't find it. I chose the color red from the TV at my house after i defeated the elite four, and have been searching for it on and off, but i can't find it. I found Latios no problem on my Ruby version, so I am wondering if their is a difference in terms of catching them between the two versions (such as what levels they appear at, where they won't show up at, etc.).

Just keep on looking and you will eventually find it. I think one thing that helped me is that I put the cursor on #197 (Latios) even when he wasn't in the pokedex. That might help, but I'm not sure.
Just forget about it, or you could EV train and I can guarantee it, you will find it.

~DD~ also if ya fly to where the little sun of a pokemon is it dissappears to a new location but i eventully caught it but word of advice dont waste master ball on it use it on the rayquasa

I put my only shiny pokeon out in front which is my Beautifly (@lvl 37), and I only used one max repel and it showed up. w00t w00t!
Anyways, It has a rash nature, which isn't Ideal, but it works. Afterall, it's gonna be a special sweeper. Does everyone agree with me that I should train EV it mostly in Special Attack and HP?
