Hey y'all! Ok. Every time I load up NBL, the screen that says "Pick a server", there isn't any servers to pick!! I waited 30 minutes and nothing has changed.
Chould I download the second one or keep this one?

That means the registry is down, that happens every once in a while. You can connect to a server if the registry is down if you know its address. Simply click advanced, type it in, and click Ok. A popular server is Smogon and its address is nb.smogon.com . And NBL is pretty much dead, I don't even think anyone is running a server for us.
PS: The program you use is NB, NBL is just our organization that uses NB.

You can use Smogon's server if you and your opponent both show up there, it doesn't matter where you battle. The most common way to find opponents is just to go to the official NBL server, but NBL is highly inactive.
