I just now got Emerald. I'm thinking of temporarily trading my Sapphire Water team over for the Battle Frontier and Battle Domes, but don't you need a National Pokedex to trade Pokemon not of the Hoenn region? I think you do, but I would like to know how. Also, if there are any ribbons only in Emerald that my Sapphire team can get, please let me know. AND I would also like to obtain the Blastoise doll and transfer it to Sapphire, but I need the guy that changes color in mauvile to be in trade mode, but how do I do that?

For national pokedex you just have to defeat elite 4.There are ribbons that you can't get in sapphire in battle frontier.

Yes, but not for the Elite 4.
Guy in mauville: If possible, take a R/S/E game and keep restarting until you get the Trader.
