Are you in the sky pillar? If so, look as hard as you can, or you can catch a swablu on the route near meteor falls.

If you will use it in your party catch it in the route near meteor falls.

You can either

A. Catch a Swablu in Routes 114 and 115 http://www.pokemonelite2000.com/pkrs121.gif and evolve into Altaria

B. Catch a Altaria in the skypillers fifth level it is rare so dont give up. http://www.pokemonelite2000.com/pkrs122.gif

C. Trade with a friend.

A good move set for Altaria would be.....
