It should then evolve into Milotic.

I think, but im not sure, that only feebas comes in the right spot

Also other pokemons come in the spot.But feebas are really common.Rod twice or three times in one spot.If you can't find move to the other.Question answered I guess.

Also, never forget that you need to use Old Rod, not Good or Super Rods. Also, once you have one Feebas, you can breed it to get more.

Teach it mirror coat by mating with a corsola.Or hypnosis.You can find corsola by fishing near the entrance of the victory road.
