I was wondering, if you use a stone on a pokemon e.g water stone, will it stop it learning moves or stunt its growth? Because I want to evolve my gloom into bellossom.
It will stop learning moves that Gloom is capable of learning, but it will start to learn the moves that Bellossom is capable of learning. And what do you mean stunt its growth? Do you mean it won't grow as tall? Because that's just silly...

It wil not learn moves a Gloom will normally learn.But instead it will learn a new move.Bellossom's special move is petal dance.

No way! Gloom learns petal dance at lvl 38. It also learns solar beam at lvl 52. Bellossom learns leaf petal at lvl 44 and it learns dance solarbeam at lvl 55.So teach it petal dance and then evolve it.

Train it see it.I rememmber that I taught someting like it to my bellossom long ago.But it was a long time ago.Also that's what the pokedex indicates.
Did you perhaps mean Magical Leaf?

I think it can learn Magical leaf through breeding.
