Yes, you need to beat the e4 and prof Birch will give you the dex.

Indeed. Once you've beaten the elite 4, you'll be transported back to your house. Once you've talked to your father and done the latias/latios thing, walk outside. Prof. Birch and May/Brendan will be standing there. You'll have a quick chat then be taken to his lab. Once there, you and may/brendan will both receive pokedexs.

Ok the site says you need to have all 200 new pokemon!?!?!?

No. You just need to beat the e4.

People keep making this thread over, and over, agian. 1,000,000,000,000,000,000,000 times!
You suppost to beat the Elite Four. Then you talk to professer Brich, After you finish your pokedex, you will get a pointless slip!
