Hmm, you mean where Groudon and Kyogre are? Well once you've beaten the Elite Four, go to the Weather Institute (I think it's on Route 119) and then talk to a guy in the left hand corner of the building. He'll tell you what Route each lair is on (it can be in four different places) so that you can go and find Kyogre and Groudon.

yep, it's not hard to find them once you know which route they are on.

just dive for kyogre and groudon is in a cave

You don't have to defeat elite four.Just settle the problm between rayqu. kyg. and grou. Then you will get them all.

Nah, you have to beat the Elite Four first. You can only get Rayquaza before the Elite Four.

Really? I got Rayquaza that way too but thought that Kyg and Grou can be caught too?

Here ya go! That's all you could ever ask for!

(I did not make a link because GameFAQs won't let you. So, you'll have to copy-and-paste it. Make sure to kill the quotes first, though.)

Go to the weather building and you will see a profeser. He will tell you "a drought, or a flood" after that he will tell you the routes there located at.
