Well, it's filled with criminals, there are no gyms or contest halls or Pokemon league to draw people to it and it doesn't have its own set of Pokemon, so it won't be as popular as the other regions.

It has to have a purpose though, otherwise it will be locked, so try to think of one before you make it.
