Yes, it's happening! Unless Shift is lying, although I don't jump to conclusions like that.
On the Serebii forums, Meowth's old voice actor, Maddie Blaustein, is a member and has a Q&A on the site. PokeMaster Justin had a question:
Maddie 2 questions I wanted to ask:
First let me just say that your rendition of Meowth is great...I quite like the accient as it fits a wise cracking cat. Perfection.
Big suggest and can you please ask someone in 4Kids if this is possible:
RELEASE Season one as a boxset on DVD. That is the only series of Pokemon I highly enjoyed before it was dumbed down beyond belief. I loved Michael H's adaption and just everything about the production of the season one dub. With that saying if they do rerelease can you ask them if you can rerecord over the other Meowth so we have consistancy throughout the whole season one? Also ask if James can record over that awful rendition of James Ted Lewis did.
Also can you ask Eric Stuart to make James sound like he did in the first season...I really don't like how he makes James sound now...it's a whole different James. The first season was calm and collected with AT TIMES the femine high squeels...now he's just all over the place with the high pitched voice.

Viz is already doing that; the 1st season Pokemon box set is set to come out in November. As for rerecording the voices, well, read on...
Now the thing is, 4Kids no longer works on Pokemon. The whole reason Maddie came here was because the original actors weren't being used anymore under the new dub by Pokemon USA an TAJ Studios. That means that none of the old actors are going to be rerecording any of the lines from any Pokemon episode, nor are they doing anything Pokemon-related any longer. You really must be new, since this is all common knowledge right now. In short, no, the season 1 eps won't be fiddled with in any way (that we know of, anyway).
This is cool, but we need to remember:
1) Keep your VHS with Tentacool and Tentacruel on it. It will probably be changed or completely removed.
2) Tower of Terror's title might be changed. That's the one where he gets Haunter
3) The opening will also be shortened if they cut Tentacool and Tentacruel out.
4) The episode, Beauty and the Beach will probably not be here.
5) The last episode on the DVD is The Breeding Centre Secret. Princess Versus Princess is the beginning of Season Two. Some people think every new theme song is a new season, so I pointed that out.
EDIT: This is out in Australia, along with Season Two. They are both fourteen discs. They are called Pokémon Season One Super Wallet and Pokémon Season Two Super Wallet. They both include all of Pokémon Chronicles!
