To get Max Tempo, move the shadow Pokemon so that the arrow points to a type it is Strong against, then from that type.

Ex.

Mareep in middle faces Water type, which faces Fire, Which faces Ice, which faces Grass.

Iirc, I think Normal-type Pokemon can face other Normal-type Pokemon and still achieve max tempo. I'm not exactly sure though.
