When do you get them? Does the Prof. give one to you after you catch 200 Pokemon?

Collect data on all of the pokemon, excluding Deoxys and Jirichi.

At last,you have a reward for completing the Pokedex in Emerald.Complete the Pokemon except Jirachi and Deoxy and Birch asks you to come to his lab.There,you can pick one of the Johto starters.

no. you just need to capture the 200 Pokemon that are available in the Hoenn Region. excluding Deoxys and Jirachi. The New Sarfari Zone Pokemon you catch after you unlock the new areas do not count towards this 200.
