If you want False Swipe just for Pokemon hunting (which I assume you do) ditch the Zangoose and get a Parasect. It can learn swipe as an egg move, and it also learns Spore (100% sleep attack.)

Scyther also learns it, and has really high attack. And he learns it at lvl 16. :)
