What's the "Personality Value" of a Pokemon?

Wurmple's evolution path is determined by a hexadecimal value based on both its gender, nature and a secret value hidden within the game. In other words, it's pretty much random.
I presume this combination is the "Personality Value" referred to.

If it's random, how did Serebii know it has to be >=5?

I dunno, maybe he looked at the coding of the game somehow and had a look at the hexadecimal value of a whole bunch of Dustox and Beautifly and every single Dustox had a value equal to or greater than 5 while all the Beautifly had a hexadecimal value smaller than or equal to 4.
