Dragon Scales can be found attached to Wild Horsea or Wild Bagon. When you find one, you can use the move Thief to try to steal the Dragon Scale from them. They're quite hard to find, only 5% of Horsea or Bagon are holding one.

...Or you can get a pokemon with the move "Trick". Give your pokemon an item like a pokeball and you can switch it with the Bagon or Horsea.
