How can I get a Breloom with the following moveset?

Spore
Focus Punch
Dynamicpunch
Mind Reader


Shroomish learns Spore at 54, but only Breloom can learn Dynamicpunch and Mind Reader at 45 and 54, respectively! i could use the Move Tutor for Dynamicpunch, but Mind Reader...?

Well first you have to get a female Shroomish and a Male Shroomish. The male must know Spore. Then breed them, hatch the egg and the baby Shroomish will know what the male that bred it knows. Then evolve the baby Shroomish into a Breloom and level up for the other attacks.

Oh, and that means I have to train two Shroomish to level 54! Craaaap! No, I'm scrapping that moveset.

Any suggestions for moveset?

Nope in emerald there is a move tutor at the top of the pokemon Market in Lilycove.
