Okay, I'm so passing Jack, but I was wondering what the actual members, and not the officials, have to say of my RP idea. It's not completely detailed, since I have absolutely no clue on how many members can participate simultaniously. Besides, I still have to find a way to deal with inactivity.
Anyways, I now present the basic RP.
Storyline
Trainers have gone missing for the past few years. All the dissappearances occured in the area around Azelea Forest. Rumors buzz that these young people were abducted by Pokemon, but research has denied any connection with Pokemon. The world is shocked at first, but thinks of it as foolish country talk.
Meanwhile, all the missing Trainers have been stuck in limbo for the past 6 years. Suddenly, they find themselves in a dark cave. They use flash to see, but when they do, torches ignite everywhere.
They're now standing on a giant plateau with a staircase leading down. Suddenly, a TV screen slides out of the ground in front of them.
"Welcome, mortals. Welcome to the quest of your lives. I'm your host, but you won't know who I am, until you succesfully complete all my wacky objectives. This cave is filled with wild Pokemon, itching to attack you.
It's completely up to you whether you want to team up, or not. Remember, in the end, only one of you can escape from here.
However, for some lucky contestants there might be some extra prices. If you can find the creature of the week, you'll win yourself a bonus point. If you collect 3 bonus points, you can challenge one of your fellow trainers to a dual. If you win, you get to skip a few objectives. If you lose, you'll suffer the marks of my humor. Have fun."
The actual RP
Members can make up their characters. Grader-like members will call if a mon is captured or not. The objectives will be stated each Monday along with the Pokemon of the week and the weekly dosis of catchable mons.
If someone wants to catch the Pokemon of the week, they would need to fulfill certain RP requirements, different for each week, ex. backstab someone in your group and such.
If they catch the Pokemon of the Week, they get a point. If they get 3 points they can challenge another RPer to a battle with rules favorable for the challenger. If he loses, he'll be in trouble ranging from losing a Pokemon for a few days to giving a TM to your opponent. If they win with the favorable rules, they get to fool around for a week or two.
As for the reason why the weekly Pokemons change. The cave's interior can change, thus forcing out other species of Pokemon. However, to insure that you can RP to catch lets say a Whismur, you can keep RPing for it for the following 3 weeks.
To ensure the challenge battles are evenly scaled, there will be groups of members with skill levels.
So, members, I would like to hear your opinions and maybe suggestions. I'm opening a poll in a sec, so please don't hesitate.

I like it. Simple, not too story-intensive, and something else to do besides the War RP. I'd love to see it happen.
When you say "groups of members with skill levels" are you on about dividing the members into "tiers" and then grouping them that way? If so, then how will the tiers be decided?

Yeah, it'll be tier based.
I'll try to base members on amount of mons owned and how tactical they are with them.
Ex: I have more mons than LA. Though LA's more powerful with his than I am with mine. rust has less mons, and less strenght.
Thus the tiers will be:
Tier 1: LA
Tier 2: me
Tier 3: rust

So you wirte a paragraph and grade people decide if u catahc it and if yuo do you get a point and with these points you can challenge people. So how do we get money?

Just so you know, you can't have a hole full of used needles in which the people have to search for a key in there so they can open some safe ... oh wait, that was Saw 2 :P. You really need to see it!

There is no money involved. It's just like story capturing, you only get a mon.
As for how the captures go:
For the basic weekly weak to average mons, you'll need to rp either halfly decent to decent. Capturing a Magikarp will be easy, while trying to get a Growlithe will be harder.
The RP Graders will look at how interactiviness, creativity, and grammar/spelling. If they feel like your rp posts are worth the mon, you'll be given it in their grade.
For the Pokemon of the Week, you'll need to rp above decent. Also, since these mons are more rare than the others, you'll need to fullfil additional quests. This will provide stimulans for people to get better in rping, while being a nifty addition to the basic mission.
I'm still working out a lot of things, but I think this RP will be very innovative.

Okay, I've found a way to counter inactivity.
Each week the inside of the cave will change form. Seeing as how it's not realistically possible to terraform an entire cave without alerting any bystanders, the RPers will be teleported to a different play field.
Meaning:
If you become inactive during a week, your group can bunny you with limitations. They can not capture a mon with or for you.
If you stay inactive, your fellow groupmembers won't find you in their midst, when they get teleported the next Monday.
If you know that you'll be inactive for a period of time, contact a RP official and you'll be teleported out.
If you want back in, you can choose whether you pop up next to your friends, but expect some interactiveness to explain your whereabouts.
Or you can just get back to your friends on your own, meaning you'll be flying solo for a while.
As for the amount of members. The number is pretty much unlimited. However, since there are different tiers, RPers will be split into different parts of the cave. I've added some more stuff, with honourable mention to Ball.
Meaning:
There will be 3 main tiers: strong, average, weak.
Every RPer make a sign-up for with 3 mons of his choice, and 3 randomly selected ones.
These Pokemon will and have to be basic mons. They can't evolve during this RP.
You can only use these mons for battle, whether it be against wild Pokemon or Trainers.
Each week there will be 3 normal capturable mons available. These range from Magikarp to Eevee.
Each month there will be 2 Pokemon of the Month available. These range from Abra to any starter Pokemon. Each main tier gets only 1 Pokemon of the Week.
If you find a Pokemon you like to catch, you have 4 consecutive weeks to get it. If you can't get it within that period of time, you'll be looking for something else.
The actual battle against the wild Pokemon will be done as a Forum or AIM battle, with the ref acting as a dice for the Wild Pokemon's moves.
Once the battle is over, you need to RP the entire fight Anime Style. :P
Once that's done, the RP official comes in and judges all the post needed to get where you are now.
To relieve the strain on the RP officials, it would be best for everyone to include a seperate post in their Stats with all of their RP posts for the mon they're currently trying to get. It would have to look something like this:
Current RP mon: Abra
RP posts #:2, 5, 7, 9, 14
This way, the officials can look at individual member's post without having to backtrack through a gazillion pages.
Each week, the first post will contain the objectives and other interesting stuff.
The second post/third post will contain the number of points each member currently has.
To keep up the speed of RPing, if you catch a regular mon you'll get 5-10 points, depending on the toughness.
If you catch a Pokemon of the Month, you'll receive 15-20 points.
These points can be cashed in for URPG money, and used to buy TM's for your mons.
These points can also be used to challenge another RPer in your tier for a match.
These battles will have to take place on AIM; Forum is way to slow.
Basic rules are: 2vs2~4vs4, RSE/Col/Stad/GSC.
Additional rules can be stuff like I have for my gym. Auto-sunlight to use chlorophyll, and Sleep Clause disabled so I can get more than one mon to sleep. Whatever the challenger can think of that will work advantagious.
A bonus rule is whether you want to use your RP mons. However, this must be agreed upon along with your opponent.
Punishments will be given according to the fairness of the rules.
If you break RP rules, you will also be punishment. We're not here to kid around... Not completely, anyways.
Edit:
Ball noted me of the inbalance of getting really rare mons each week. This is kinda true, though, obviously, Chansey's would be coming around each week. Also, expect the grading of your RP to be like writing a story. If you want a Chansey or a Feebas, expect to work for it for at least 2-3 weeks. This is according to some other points I mentioned. However, once you succesfully captured a rare mon, you won't be able to get another one for a while. This is to even out any Uber RP skillz someone has.

Ball gave me some other ideas.
This will be URPG's newest contest! Every RPer starts with 3 chosen basic non-TMd mons, and with 3 given basic non-TMd mons. The first RPer to meet the periodically set challenge gets to keep 3 mons with TMs as a prize. The second will get 2 mons, while the third will get 1 of the given mons without a TM.
This has still to be put through Jack along with some additional bonuses... Look out for them.
How to TM a mon? Every week, points will be given out. Points will be given too when you capture a mon. These points can be changed into URPG money, so that you can TM your mons. You can only use this money, and not your own. The other way around goes with the same line of thought. You can't use this money for your own mons.
I'll write more, as I think of new things.
