You can get mew in emerald at the World's Edge Island with the Old Sea Chart, but you'll have to get the chart from a nintendo promotion. Then you can trade it to Fire Red.
You can also wait for the Toys'R Us mew promotion that are said to be coming.
If all these option happen to evade you, and you wish to be dishonorable or you are quite desperate, you can use Gameshark, Action Replay, or other chaeting devices.
