It is completely random. The locations change each time you change your trendy phrase. You just need to suck it up and fish all over the place like the rest of us!

When you change the trendy phrase Feebas' location will change, but it will still be random as Umbreon 1 said.

You still need to fish in every tile of water on Route 119 until you happen to find Feebas.
