Well they may not be the best bet against them but I won with these,

and, Gyrados

against Lorelei: Charizard / Pikachu
against Bruno: Kadabra/Poliwrath
against Agatha: Haunter
against Lance: Dewgong

If you pick charmander, as a starter, the Gary team will be:
against Pidgeotto: Pikachu
against Alakazam: Haunter
against Rhydon: Poliwrath
against Arcanine: Poliwrath
against Exeggcute: Charizard
against Blastoise: Pikachu
