It's not too hard. It's just filled with level 20-or-so Omanyte/Shelder/Slowpoke/Tentacool for the first 10-15 levels. Then there are slightly higher ones going up to 20. Get wif the X-Ray Glasses, or whatever they are.

My Absol and Quilava died. Then there was just my Sceptile and Shellder left. I didn't want to lose Shellder, so I found an Escape Orb and used it.
