Yes, but only after you defeat Rayquaza.

Pokemon may evolve only after completed the story line (after defeating rayquaza)

It should be know you also have to go to Whiscash, I think, or some where, and then they evovle.

After you beat Rayquaza, a small room/cave opens up in Whiscash Pond. Go in it once you meet the requirements to evolve.

But you can only enter the cave with one Pokemon so that means you have to remove your Partner or yourseld in order to evolve that certain pokemon or make a new leader.
