You cant find one in Fire Red and Leaf Green. You have to trade one over form Ruby and Sapphire.

if you mean in ruby and sapphire, then you can only find cacnea after you beat Flannery in the lavaridge town gym. After you beat may, she will give you the go goggles to go into the dessert. there you can find cacnea. But if you mean in fire red leaf green, then you have to trade from ruby and sapphire.
