Sticky Pokemon with a Long Tail?

In Emerald, at the Battle Frontier, there's a man behind a tree, apparently hiding from a strange, sticky-looking Pokemon with a long tail. He's near the Ranking Hall, and right next to a cave that you can't reach due to a ledge. Does anyone know what this Pokemon is, or how to get to it?

hold up....I have my DS right here....Maybe a Gulpin or a Smeargle.....Or what if its a HINT for D/P....

it is smeargle.

go to battle palace then there is a little opening at the right then go down when u see it then when u reach the end get a pokemon that knows surf go down the waterfall just keep going to ur left until
u see a cave entrance and that's where the smeargles r and they r mostly level 45(i think)

I suppose it is sticky because it has paint on its tail...

Either that or there is some hidden meaning behind smeargle. xD
