How do you get the unobtaniable pkmn on saphire and ruby

Unobtainable? As in the version exclusives or the legendaries???

If you are talking about Lunatone being unavailable in Ruby, the answer is trade with Sapphire players.

If you are thinking Kanto Pokemon, like Charmander, trade with FireRed or LeafGreen.

Johto Pokemon is the hardest... Emerald has the most. Trade with it.

If you mean Lugia, Ho-Oh and the likes, you need to play FireRed or LeafGreen. Mew is available only on Emerald. However, all this Legendaries, namely;
Ho-oh, Lugia, Deoxys, Mew, are only available if you attend Nintendo Events.
