Pokemon ruby/sapp the white rock

In Mossdeep outside the space station is a white rock. Whats it for? I mean is there a special use for it? A girl near the rock says something about useing a wishtag??? Im just wandering if someone knows more about this.

Nah, it doesn't do anything. There are all these rumours about doing things at it and making Jirachi appear, but none of them are true.

Actually. I have 8 of them. I also have nuggets and star powder for some reason.
