emerald, when do i get town map or Pokénav

like topic, since i didnt get the Pokénav at start, iam worried why i didnt get it.

If emerald is anything like Ruby/Sapphire..

You get it after you defeat Roxanne and have rescued Peeko (Mr. Briney's Wingull) from the grunt in Rusturf tunnel.

You are given it, along with a letter for Steven.

After rescueing a deavon member yet another time you get it from there president. But after you rescue peeko.
