When you have hundreds of hostages to work with, you can up the ante.
And hey, no one said the Blackthroats were girl scouts selling cookies. So let's see how you deal with this one...

No real limit actually. Honestly, I had a feeling at one point this RP would never make a comeback, but thankfully it did.
So post freely, but just know that this will very likely be much more teamwork related. Getting support from other RPers would be a good idea.

I must say, I'm at a loss for what to put.
I mean, give me one building and I'll be fine and whatnot ... but two ? I just don't know which one to start on and whatnot XD. Granted, I've never really done an RP like this, so I'm not a pro. I'm not saying I can't do it, I'm just saying that I have no idea how to get myself started !
Oh, and has any Blackthroat (I'm going to call us Deepthroat from now on, not because I'm dirty but because he's Mulder's first contact in the X-Files) watched Inside Man with Clive Owen? Just saying ...

Believe it or not, Inside Man did play a major role in coming up with the storyline, so yes, I have recently seen it. The setting of the UN Buildings was inspired by a really old computer game called Operation Body Count. Meanwhile, the idea of Terrorists against police and SWAT forces was also inspired by the popular game Counter Strike. Throw in the Pokemon setting, and that's exactly how I came up with this RP storyline.
Let's see what you've got, Scott. You've got DU and Knightblazer on your side, I'm sure you cops can come up with something for a solution.

Dude, yeah, I goofed. Silly me, but you know I can't remember everything, hence why I have that crazy list in the first place. Plus, from me doing this RP and the Quista one, its sometimes easy to forget who is where in both RPs. My bad...
But yeah, I feel silly now... http://i4.photobucket.com/albums/y109/Ultradyne/Pikachu%20Emotes/blush.gif
Anywho, with all that set adise, pick one where there are fewer Terrorist RPers to even things out. I'm in the Secretariat Building for that reason, as I knew there was skiboydoggy in the Westbound Building. Right now, it's pretty even, so take your pick. If one building has problems, the other one can be used for offensive leverage.

I'll throw a RP post up / count who's where after I take a nap later on, I only got 2 hours of sleep and I still have a paper to write later, so I'll be at the compy anyhoot.
Oh, and Spectah, I was the only 'good' (More 'neutral') the first ToD had, setting up a peace conference (With DU's help) and all, so I've actually been good plenty of times.

I just like more mature settings like this. Having Team Rocket steal Pokemon from a Pokemon Center is not dire, this is dire. And yes, terrorism is one of those hot topics of today.

So, the more hostage you kill, the more pressure on us to attack and the less collateral damage we'd have to worry about during a raid.

And the more the media makes you HERT folks look like you're being reckless about the operation. I know the hostages mean nothing to you as an RPer, but to your character, they would be a critical element to the mission.
Also, its pretty obvious Sent doesn't know the real meaning of surgical strike as he's just heading in there like Rambo and shooting at whatever moves.
I also find it kind of surprising that not one of you are considering coming up with negotiation terms, and you're only interested in slaughtering every terrorist. All I can say is... definitely not the way I would have handled things if lives were at stake.

Okay, technically, you are currently a win-win situation. Either you get money to wreck havoc upon the world later or you wreck havoc on the world by killing those heads of state.
To negotiate means to have some kind of leverage on the other party. I mean, all we can give you is 10 billion dollars. What you can give us is economic and political stability. I think that balances each other.
However, if we have something on you accept that 10 billion, then we have some leverage to negotiate. Aside from the obvious political rules like not negotiating with terrorists.
Meaning, we need some leverage, and we intend to get it, Neo.

You could have easily used some money as leverage. "Hey, we'll give you $5 Million if you stop killing the hostages every fiften minutes." That would have brought you more time to come up with another solution than be time-constrained. Meanwhile, the money would be nowhere near enough to wage a campaign, but it might provoke interest and it would make the terrorists believe you were working your way towards obtaining the $10 Billion. Making them believe you were trying to obtain as money as soon as possible would make them think twice as you were providing for the deal, and would have evidence to show it, even if it was not close near toward obtaining the $10 Billion dollar goal.
Second, you could have used plants with in the hostages. "Talaski, we're sending in medics to check on the hostages. We're not taking them, we only making sure none of them are in dire need of medical attention. They are unarmed." Meanwhile, you could have equiped them with devices to provide intel on the inside situation. Why would Talaski refuse either? In truth, he would be gaining more hostages if the medics couldn't leave.
Third, if you were going to infiltrate, you could have been WAY more quiet about it. C4ing the roof entrance definitely isn't quiet, not to mention its the fastest way to alert the other terrorists that indeed, they're under attack.
Sorry, but I definitely would have handled this differently if I was on the HERT side. Consider how far we're in now, it could be pretty much too late to do any of that.

True, but that would mean you control us. Aside from the sentimental ramifications, it would have political consequences as well. Besides, we don't have any guarantee you will stop killing. Also, giving you some money will only help if we have ways to either trace it or make it untouchable. Sadly, either of those is going to be ruled out by the terrorists really fast.
Sending people in, and then seeing them get a head shot on TV is asking for an uproar. Okay, it would make you all look more evil, but it still says you have reinforcements for those you shot.
Third, if you were going to infiltrate, you could have been WAY more quiet about it. C4ing the roof entrance definitely isn't quiet, not to mention its the fastest way to alert the other terrorists that indeed, they're under attack. As far as I know, we never sent anyone in. I said that IC too. Also, if you had better people, you would have let them check the explosion site and radio through what had been found. I mean, an infiltration gone wrong would've left some traces.
Sorry, but I definitely would have handled this differently if I was on the HERT side. Consider how far we're in now, it could be pretty much too late to do any of that. You started this by upping the ante. If I had been on the terrorist side, I would've left the hostages alive, spread them out across the buildings, made a human wall with them near the entrances, packed them full with C4 after chaining them and let one go every hour or so. Now, that seems like being stupid, but with 200 people to spare, I'd say a 200 hours stake out is going to be troublesome on the HERT side as well.

DU, ever read Artemis Fowl?
I know it's a bit weird bringing up a book series now, but seriously, it's all about a criminal mastermind who gets involvved in all sorts of hostage plots and other such things. Reading them would really help you to think. Okay, Artemis had fairy magic on his side, but that's not the point. It's partially the reason I wanted to join HERT. To see how effective such plots really were when dealing with other people. Ever thought of actually handing over the 10 Bill? You could, if you were a boy-genius like Artemis, get it back later on when Manek Talaski believes the entire thing is over and done with.
But Neo, I was a bit surprised with the every fifteen minute thing to be honest. Sure, when we start, 200 hostages seems like a big number, and fifteen minutes seems long enough to keep most of them alive as leverage. But that gives us three thousand minutes before all of the hostages are dead. Three thousand minutes is about fifty hours. So within three days, the hostages would all be dead, and HERT would not have to do much. Okay, it gives them a bad face, but they don't have to hand over all of the 10 Bill to keep the leaders alive, and could only give 1 Bill, saying that the others were already dead. It's not exactly the best plan HERT has, but it could be plausible...

Yes, I read those books, and I know some tactics would work here, but Neo isn't showing good will, so why would we act like it. Frankly, though, since Talaski is an NPC, you all could control him. Same with Sent on our side, if he's a thorn in the side, ignore his connection with you. With him, I mean Neo controlling Talaski.
