How do I get the Pokenav in Emerald?

I just got Emerald yesterday, and I know I'm forgetting something. How do I get the Pokenav? If anyone can tell me, that'd help. Thanks!

well you have to go visit the president (i don't know if before or after you beat the 1st gym leader).and he will give you the pokenav and a match call so you can call people.or they can call you:happy:

You beat Roxxanne and then go north and at the end of the city go right and you talk to the guy from petleburg (Spelling) woods.Then you keep on going right to a cave.Now go in it and you will see a magma/aqua member (Forgot which) and battle him.Now head back to the city after you beat him.Then the devon dude will give you a great ball and then you won't be able to move and you can just watch from then on.When you leave the devon building,that is when you get it.It kinda is simple because there is no where else to go except up there.
