You need to trade over an eevee from lg/fr
then get its happiness up by giving pokeblocks and vitamins and crap
then lvl it up in day for esp and night for umb

You first need an Eevee that you traded over from FR/LG or D/P then follow the guides above.

You can also trade over both Umbreon and Espeon over from Pokemon Colosseum.

If you trade a pokemon its happieness resets so be careful. Since there is a clock in R/S/E wouldn't it evolve by the time? 6 a.m. - 6 p.m. is day and vise versa is night?

It doesn't. Eevee learns it at lv. 30.

alright thanks, i always raised that eevee bill gives u in G/S/C to an umbreon, so i wanna keep the tradition alive, seeing as ive gone thru 4 different game cartridges just in that generation.

Except Pokeblocks do not raise happiness.

I think the person who tells you how happy it is is in Verdanturf Town. If I'm wrong then she might be in Mossdeep City but I think the one in Mossdeep tells you what pokeblocks your pokemon likes...
