From the forum guide:

Ranks
The more you post, the higher the rank you are. The ranks doesn't do anything, it's only an indication of how much a member has posted. The ranks:
Rookie Trainer: Less than 50 posts.
Amateur Trainer: More than 50 posts.
Experienced Trainer: More than 100 posts.
Master Trainer: More than 250 posts.
Elite Trainer: More than 500 posts

As mentioned by Thunderbird, the ranks are based on the number of posts you have posted. The rank doesn't do anything, just shows how much a person has posted.

Anyways, for future reference, it's in the Forum Guide: http://empireirc.net/pokemonelite2000/showthread.php?t=28 (post #3)
