lol, just read the name of the ruins again and look on your map reeeeal hard.

You go down to the last slope and jump down. Don't feel bad I couldn't find them either.
what do you mean the last slope?

To the right of the town where those houses and slopes are. Go to the last one and jump to the very bottom right.

On the right of Solaceon Town there are slopes.

He means keep jumping off the ledges on the far right side of Solaceon to get to the Ruins.
Oh, by the way, you need to have inserted the Odd Keystone into the remains of the tower on Route 209.
