Hey, I can help! Most, if not all, plates can be found somewhere else. Here's what I know that isn't here.
Iron Plate can be found hidden deep in Iron Island... of course.
Meadow Plate is on the route east from Celestic Town.
Stone Plate is hidden in the mountain. The one with Dialga/Palkia. I can never remember the mountain's name...
Zap Plate is invisible on the ground in Sunyshore City. I think it's by the Gym.
And this is all that I can remember! :susp:

According to this site, it says you can get the Item "Wise Glasses" by talking to the man in the unofficial Pokemart in Celestic town between 8:00am and 3:59pm.

I did talk to him, but he just said something about Blackglasses, which I had already gotten from him at one point.
Does anyone know what's going on and where I can get wise specs?

There is another App I discovered yesterday. In the Pal Park building there is a girl you talk to and she wants to see a pokemon that "only eats and sleeps." It's Snorlax, and she'll give you the Kitchen Timer App for showing one to her.
EDIT: oops, just noticed someone else already pointed this out.
Also, according to my Nintendo Power guide, he will give you the Choice Specs between 4 am -10 am, the Blackglasses between 10 am - 8 pm, and the Wise Specs between 8 pm - 4 am.
