Volt Tackle is simply a combination of Thunder/Thunderbolt and Quick Attack if you think about it. The only thing wrong is that it's much more powerful.

it's only more powerful considering Pikachu is going at a very fast speed and it's encloacked in electricity.

Animé and games don't share the same mechanics. That's how Oosubame and MUKKU.BIRD. learned Arial Ace without a TM or Tutor, how Kimori learned Bullet Seed.

There's your answer; I always think of it as if you were training for a sport, you learn set plays or moves in training to use them in a match game.
Another example of course would be Pikachu learning Iron Tail, Ash didn't stick a CD to Pikachu's head and hope that something magical would happen. He and Pikachu worked hard to hone Iron Tail before their match against Roxanne; we saw them training for it and gradually we saw Pikachu learn to perform and utilise the move more effectively, after a lot of practice.

Hmmmm, they do such impossible things in Anime already, why not stick a CD to Pikachu's head and hope that something magical would happen? Or maybe, Ash is afraid that Misty may come out and kiss him or something!
