Just to let people know why I didn't suggest Swords Dance on Weavile. I don't think it's a good idea because Weavile isn't likely to last very long. True if it does, you'll sweep but that's taking a big gamble.

252 is the maximum EVs you can give a mon in one stat so I'm not quite sure what you mean by "312 spd".

You really need Calm Mind and Recover for Latios unless you want Ice Beam/Shadow Ball to kill it. Also, I think Draco Meteor would be counter productive. Sure it'll deal good damage but it'll also cripple you for the rest of the battle. You don't need two Dragon Type moves either.

Swords Dance Weavile works if you put a Focus Sash on it.

Yes, Latios Speed stat should be somewhere between 306 and 312 imo for outspeeding Choice Scarf Gross in ubers.
