What exactly is a daily?
A daily is a freebie you can obtain once per day (unless otherwise marked). Other dailies are events that change every day (again, only unless it's otherwise marked).
Are there any requirements to receive the dailies?
For the most part, no.

You have either already received it, it has not been a full day yet, or you have not met the requirements.

-lottery: item depends on how closely you match the number - Jubilife TV Station, lady behind the counter on the first floor. (I can confirm that matching all digits wins you a Master Ball!)
Floaroma Town
-One free berry - woman in the berry shop
Solaceon Town
-Free (item) - News reporter, bring him the appropriate pokemon.
Celestic City
???-Glasses - guy in the Northwestern house. More info needed.
Pastoria City
-One free berry - woman in the southwestern most house
Veilstone City
-One free massage for your pokemon - raises happiness(?) and sometimes finds an accessory. - Veilstone city, house near the gym
Snowpoint City
-Phrase to use for interviews - The old guy in the north-eastern house
Sunnyshore City
-Ribbon for the first pokemon in your party - Woman in the North-east house. Tell her a story.
Route 208
-One free berry - house near the entrance to Hearthome City (west)
Near Pal Park
-Bring the old man in the house the level pokemon he desires, and he'll give you a sash.
Events
Pokemon Mansion
-pokemon in the trophy garden. Talk to the mansion owner and answer yes to all the questions. National Dex Required.
Power Plant (East of Floaroma)
-Drifloon up for capture! (Level 22) - Every Friday
All over Sinnoh
-Swarming Pokemon. Talk to Lucas's/Dawn's little sister in his/her house in Sandgem Town, first floor. She'll tell you the location and the species. National Dex Required.
Great Marsh
-Pokemon types rotate every day
The Underground
-Every day, the hikers have different stuff to sell.
